1. Penggunaan Sejarah Lisan dalam Historiografi Indonesia.

Abstract:
The professional historians tend to gather information more on the sources of archives and other documentary materials than unwritten sources through interviews. However, since the emergence of oral history in the 19th century in the West, the ongoing debates have been occurring between the pros and the cons with the use of oral sources for writing history.
Nevertheless, the oral history activity continues, beginning from its focus on elite experience as found in the United States in 1948, to the experience of ordinary people in Britain in the 1950s and 1960s.
Advances in recording technology and new approaches of other social disciplines such as antropology and sociology to oral history, have given a broad influence on historians in third world countries, including Indonesia.
Gathering information from oral history, new data found and new historical analysis can be made.
This paper tries to see the use and development of oral history in Indonesia.
The first section will map the development of Indonesian historiography very briefly and the problem of sources.
The next section focuses on the development of oral history in the West and then its influence in Indonesia.
The third section describes the use of oral history and its approach, and finally concludes with some closing notes.

2. Analisis Dramaturgi Pidato Presiden Susilo Bambang Yudhoyono (SBY) tentang Insiden di Seputar Perairan Pulau Bintan Sebagai Pementasan.

Abstract:
The incident around Bintan Island on August 13, 2010 between Indonesia-Malaysia resulted in many protests and demonstrations against the Malaysian Government and the Indonesian President, Susilo Bambang Yudhoyono (SBY). SBY was regarded indolent to act. Public also accused the Indonesian Government had something concealed in this incident. It threatened SBY’s reputation, especially to the positive self image he has built. As one of the ways of saving his reputation, President SBY delivered an official speech regarding the Indonesian-Malaysian relationship on September 1, 2010.
This article analyzed SBY’s speech using the dramaturgy framework i.e. the elements of setting audience and language use. On a wider level, it shows that there is a gap on perceived nationalism between the Presiden SBY and furious public.

3. Policy and its Influence on Literature: Soeharto and Mao

Abstrak:
Sastra dan kebijakan pemerintah sering dianggap tak dapat dipisahkan. Sastra memiliki fungsi untuk menyampaikan pesan atau tujuan politik, juga menjadi alat untuk menyampaikan kritik. Membandingkan antara Indonesia dengan Cina, Indonesia memiliki situasi yang berbeda dengan Cina. Pemerintah Indonesia tidak pernah menggunakan sastra sebagai alat untuk menyampaikan kebijakan, dan tidak menjadikan sastra sebagai agenda penting dalam rapat-rapat partai.
Akan tetapi keputusan-keputusan politik pemerintah, atau instruksi-instruksi presiden, yang sering kali didukung kekuatan militer, juga membawa dampak pada sastra dan tren sastra. Sementara karena fungsi dari sastra yang salah satunya bisa dijadikan alat menyampaikan kritik, pemerintah Cina sangat peka terhadap sastra. Mereka sering menggunakan kekuasaan untuk mengawasi sastra, dan juga menggunakan sastra untuk menyampaikan kebijakan-kebijakannya. Situasi seperti ini membuat sastra di Cina memiliki hubungan erat dan langsung dengan pemerintah.
Garis-garis politik pemerintah seringkali menentukan tren sastra di sana.
Berdasarkan kasus-kasus di kedua negara tersebut, khususnya dalam periode Soeharto dan Mao Zedong, dapat dilihat bahwa sastra dapat memiliki hubungan langsung atau tidak langsung dengan kebijakan pemerintah, dan hubungan ini membawa dampak positif dan negatif pada sastra dan tren sastra pada kurun waktu tertentu.

4. Integrated Coastel Zone Management in Indonesia: The Implementation and Its Challenges

Indonesia sebagai Negara kepulauan masih menghadapi permasalahan dalam manajemen sumber daya laut and pesisir. Kerusakan terumbu karang, mangrove serta overfishing adalah salah satu indikator adanya permasalahan dalam manajemen sumber daya laut. Permasalahan ini termasuk tumpang tindih peraturan perundangan, kurangnya partisipasi masyarakat, dan konflik penggunaan pesisir dan sumber daya laut. Pengelolaan Pesisir Terpadu adalah pendekatan untuk mencapai keberlanjutan sumber daya laut dan pesisir seperti yang termaktub dalam Agenda 21 dan telah banyak diterapkan di berbagai negera. Pendekatan Pesisir terpadu adalah pendekatan baru yang menggantikan pendekatan sektoral yang dalam kenyataanya pendekatan sektoral ini tidak mampu mengatasi permasalahan kompleks manajemen sumber daya pesisir dan laut. Pengelolaan Pesisir Terpadu adalah pengintegrasian dan harmonisasi hukum, kebijakan dan kerjasama semua pemangku kepentingan dalam manajemen sumber daya laut dan pesisir.
Tulisan ini mengkaji permasalahan dan tantangan pengelolaan pesisir laut terpadu di Indonesia, terutama dengan masih tumpang tindihnya peraturan perundang-undangan dalam pengelolaan sumber daya laut dan pesisir, kurangnya partisipasi masyarakat dan konflik lahan.

5. Otonomi Daerah dan Permasalahannya dalam Pengelolaan Kelautan

Abstract:
Since 1999, based on Law No. 22 of 1999 as revised by Law No. 32 of 2004, Indonesia has implementeed local autonomy in the marine sector. In those regulations, central government delegates his authority to manage 12 miles of the sea to provincial and one third of it to the district/municipal government.
However, there are many problems which impacted to the ineffectiveness of the local marine management. The most serious problem is the exclusion of local community roles in marine management.
As one recommendation of this writing, the increase of community participation should be supported, and traditional management system should be revitalized.

6. Good Governance dalam Konfigurasi Negara Kesejahteraan versi 1945: Tinjauan Kritis Tata Kelola Pemerintahan Daerah di Indonesia

Abstract:
The implementation of good governance is very popular since the successful implementation of local government autonomy in Indonesia. Efficiency, effectivity, accountability, transparency, and participation, as the key principles in the application of good governance have been successful in lessening the emerging bad governance that in the past had been the prime character of Indonesian bureaucracy.
The suggestion to the need of mindset-changes of government system to apply bureaucracy entrepreneurship principles have been the only paradigm in the governance of local government in Indonesia.
The overstated spirit in supporting those principles makes us easily address critical question on whether good governance is not merely as a tool of a neutral ideological interest. Is there any possibility for good governance to have hidden agenda that finally place market as the main source of chance contradictory to welfare state principles as stated in Indonesian Constitution of 1945; or whether good governance is a need for transition period that can be utilized as a step to achieve welfare state.
This writing is aimed at addressing critical review on: how the good governance that has many positive results can be utilized as the main referenced in running the government in reform era, that is contrary to the principles of welfare state version in the Indonesian Constitution of 1945.
If the hypothesis of there is ideologically-significant difference between good governance and welfare state is true, then at least there is a need for responding critically the journey of good governance in gaining its final purpose.
In other words, there is a need of rethinking or reviewing the hegemony of mindset in the whole stakeholders, which is believed as the only way to gain people welfare. The question then do we capable of redesigning good governance which has final purpose to gain welfare state principles as dreamed by Indonesian Constitution of 1945.

7. Meretas Masalah Perpanganan di Kabupaten Alor: Dulu, Kini dan Masa Mendatang Penulis: Robert Siburian, Soediyono, Sihol Farida Tambunan, John Haba

Abstract:
Alor is a district in East Nusa Tenggara Province that often suffers from food shortage. Food insecurity experienced by farmer community is mainly related to two main factors,namely: geography condition and accessibility of people to food resources.
Those situations have created low agricultural production, which have their close nexus with farmers’ income. As a consequent, they seek of getting financial assistance, whether from government or private sectors.
Some factors that are contributing to farmers low income including land infertility, farmers possession of a small plot of land, the scarcity of productivity means such as: fertilizers, the weather condition (dry season) and natural disasters.
Most importantly, the limited skills of farmers to make use by all resources available factors has also impacted to food insecurity.
To overcome the current condition, any effort to establish food security mechanism through alleviation of poverty programs is recommended, for example, the revitalization of Alor local food. In the long run, any development of agricultural program in Alor Island must be carried out through intensification and extensification programs as well as accelerating aquacultural program and other alternative solutions.
Strengthening the local “adat” organizations could also help farmers in particular to cope with the food insecurity, and to solve related major issues that link closely with people basic needs. The data used to write this paper are based on research conducted on September and October 2009.

8. Revivalisme Masyarakat Adat dalam Politik Lokal di Indonesia Pasca-Soeharto: Studi Kasus Komunitas Kampung Naga, Tasikmalaya, Jawa Barat

Abstract:
Indigenous people is an important issue in the post-Suharto Indonesian politics. In the struggle over state power and capital, the discourse is used by both human rights activists and indigenous communities as their agenda. The process is described as “adat revivalism”.
However, the ‘indigenous’ term was actually created from a certain social and intellectual process; which shall not taken for granted. In this term, the discourses of indigenous peoples become complex and dynamic. Based on that perspective, this article observes how Kampung Naga traditional community in Tasikmalaya, West Java, deals with government policy on tourism. Through the process of resistance and negotiations, it created a consensus among the community of Kampung Naga and th government.
